The Role of Civil Society
       Perhaps a few of Africa’s leaders can be trusted to behave in a statesmanlike manner on their own. But the growing networks of popular pressure, independent press, civic organizations and other democratic institutions can keep their most egregious excesses in check. If the international community will help Africa, it is hereAs long as the sun shines bright over Africa there is time to help that results are most apt to be felt.

       It is in America’s own best interest to help. Africa holds enormous human and material resource potential. It is culturally and politically important. Africa can enrich the human race tremendously, as it already has.

       Neglect will only increase the tides of refugees and scenes of war, disease and famine that will wash over the world. Our short-term stinginess means that Africa will likely remain a beggar and a drag on the world economy. Our lack of concern for the freedom and dignity of Africans diminishes our own humanity.
